Out of curiosity, I did some more digging on the internet archive. If what I'm seeing is accurate, the first time it pops up is late in the day on March 19th, 2018. So, during his first term. Is it possible is snuck in on purpose then and nobody noticed??

Ok so I actually just used the wayback machine to see what the epa website looked like in October of last year (I figured pre-election to be safe) and it appears to have the same flag. Hopefully that means it's nothing. I'm glad you're looking out for stuff like this, though!
