Sure, and that’s one of the many no-fee parks. And most with fees (a) are inexpensive and (b) have individual park annual pass for not much more.

This is for the most popular parks, which all parks pass includes.

If you’re already able to afford a trip to, say, Utah or Wyoming you can afford another $100 for an annual pass. And you can always buy single park admissions which are less ($20-30 each)

If necessary give low income folks a tax credit for purchase of pass.
