As the GOP makes a lot of noise about budget deficits and cutting foreign aid, it's worth looking at the actual expenditures. USAid is down there, by the arrow. Less than 1% of the budget.

There is no modern republican party without racism, bigotry, and hatred against liberals or trans and gay people. And there is no modern Republican party without "good conservatives" willing to pretend this isn't an integral part of the conservative coalition and platform.
