Like there were a lot of low budget FMV adventure games in the late 90s/ early 2000s so it's not like there's no precedent and an FMV VN could have the advantage over those of not even needing to film complete scenes since most of the time actions and dialogue could simply be described in text

I mean this particular game is on a pretty big scale with a lot of characters and crazy stuff going on but I think you could do something similar on the cheap. Like really all you would need is a camera for cgs and hire some very cheap actors to pose for pictures
