If enforced, this "plan" is a big win for bunker gramps:
1) US is shown to be venal, corrupt and easily bought
2) Europe is weak, welfare-obsessed and divided
3) NATO has nice gear but zero decision-making power and inept at confronting asymmetric attacks
That more than offsets his military failures

The whole point is to do the hard work others don't.
When the FT ran eg the wirecard project, it was done properly. And that's what subscribers pay for.

Gov pays interest to SWF
If event happens within specified period, principal goes to 0 (ie government keeps the money, pays it on)

Their debt restructuring laws (yeah I know, laws in Russia..) are also not geared towards a rapid rehabilitation. Making it *much* harder for the economy to recover once bankruptcies start
