Under the laws of war, civilians may not be deliberately targeted ❌

All parties to a conflict must take measures to minimize harm to civilians and must not carry out attacks that fail to distinguish between civilians and combatants or cause disproportionate harm to civilians.

The authorities in Iran must halt the gruesome plan to amputate the fingers of tortured prisoners.

Amputation constitutes torture, which is a crime under international law and is a flagrant and abhorrent assault on human dignity.
