Ahh, thanks for this context. This explains the lack of retention. Seems nearly everyone I spoke to uses this place as a launchpad to elsewhere. Are city managers/councilors just ill advised or do they simply not care about the problem(s)? I can’t imagine any of this is new!

As a newcomer from the US, I’m struck by this city’s stagnation—creativity stifled, resources scarce or misallocated. Yet, I keep hearing it’s “family-friendly.” Is that just a euphemism for complacency, or is there real substance behind it?
