This is how patronage systems work in totalitarian transition. Claw back all resources and then (in showy performances of beneficence) bestow them selectively to supplicants now in your debt. What once were public services become private favors.
Lots of people seem to think this is bad for red states too but I’m not so sure. Trump says he wants to personally make the disaster relief decisions. He’ll help his cronies and punish those who won’t kiss his ass. That’s life under mob-style governance.
