You can find plenty of games that Steam approved that were WAY more questionable in that specific area, but Steam is neither consistent nor open about its processes so there's no way to know why, if there is a reason at all, those passed while this didn't. Just once the decision is made, it's over.

The scene in question wasn't done in a sexual context, and was removed for the later builds which were submitted to other publishers, but none of that matters to Steam, they have a hardline policy that allows no appeal or resubmission.

Steam asked them for an unusually early build (they are prone to random requests with no clear reason why), and that early build has a scene where an underage teenager appears with a nude adult, so presumably they decided that crossed the line and thus as per policy can never be reconsidered.

From what adult game devs have said, this is just how Steam is in general when it comes to anything they randomly decide might possibly be considered to have underage kids in sexual situations. No appeals, no resubmissions, no disputing their decision in any way, and no clear answers.
