As usual in history, the massive intelligence failure on Oct 07 wasn't caused by a lack of information but rather by a failure to interpret it correctly. Oct 07 was a brilliant tactical success for Hamas, one which has led to a strategic defeat and a catastrophe for Gaza Palestinians

It is. In a highly devolved country like Spain, tho (17 Autonomous Communities,2 Autonomous Cities, all jealous of their rights and competencies) answers to these questions will be hard to find, for example, only Catalonia has implemented the new housing law
