She was a leaker, plain and simple. And to be clear, I don't agree with the severity of her punishment. But you can't accurately call her a whistleblower. We've gotten way too casual with how that word is being used.

If she had found evidence that the government was covering up Russian interference that would've been a bit different, but to be classified as a "whistleblower" she still would've had to disclose to a very specific list of authorities. The media isn't one of them. 2/

I don't know enough about the Manning case but Winner wasn't a "whistleblower." Whistleblowing is when you disclose wrongdoing by a government entity to a designated authority. She disclosed classified details of an ongoing investigation to the media. 1/
