i.e. when business goes slack you train workers up because you have time to train them and not have to deal with having to hire people in occupations facing shortages when things pick up again. plus, the same upskilling could facilitate job transitions if those workers end up losing their jobs.

Seeks like a retention plan. Because it says "for workers" rather than "to" it could be a combination of payments to employers to keep workers in jobs, tied in with upskilling support.
