I expect better from a reporter than "doesn't read the article or even take a moment to understand what the technology actually does" but this post does at least make a good honeypot of people who are illiterate, both in regards to the written word and technology.

I dug into this. What appears to be random text is likely Russian.
"Cgfcb,j pf gjregre" in the stock image is "Спасибо за покупку" / "Thank you for your purchase"
With incorrect encoding in a PDF, copying can result in apparent gibberish; see attached for an identical example.

To me this looks exactly like the digital upscale zoom that features on a lot of recent smartphones. (May be AI assisted, not always)
If this receipt's source text was from a larger image taken with a recent iPhone, I'm not surprised it would be distorted. (iPhones are particularly bad about this)
