Here's the quote in context. It's good advice! But it's clear about how you absolutely need to spend time on that 3%.

Key is to get your project into a state where you can continuously identify the 3% whenever you add new code.

Programmers waste enormous amounts of time thinking about, or worrying about, the speed of noncritical parts of their programs, and these attempts at efficieney actually have a strong negative impact when debugging and maintenance are considered. We should forget about small efficiencies, say about 97% of the time: pre- mature optimization is the root of all evil. Yet we should not pass up our opportuni- ties in that critical 3%. A good programmer will not be lulled into complacency by such reasoning, he will be wise to look carefully at the critical code; but only after that code has been identified. It is often a mistake to make a priori judgments about what parts of a program are really critical, since the universal experience of programmers who have been using measurement tools has been that their intuitive guesses fail. After work- ing with such tools for seven years, I've be- come convinced that all compilers written from now on should be designed to provide all programmers with feedback indicating what parts of their programs are costing the most; indeed, this feedback should be supplied automatically unless it has been specifically turned off.

The @USGSA IT team just saved $1M per year by converting 14,000 magnetic tapes (70 yr old technology for information storage) to permanent modern digital records. Below it is a community note. Despite its age, magnetic tape is still highly favorable for long-term, static data archives. It offers cost-effectiveness (cheaper than disk/cloud), longevity (outlasts disk drives), offline security (resists cyber threats), and high capacity (up to 50TB per tape).

But don't worry, this all makes sense because math. Where the math is just “we import more than we export” with some greek letters thrown in where the values for them cancel out due to the numbers being made up.

The #Java room at #FOSDEM is probably the most Univerty Lecture Theatre of the rooms, complete with graffiti scratched into the wood of the back rows. Feeling very nostalgic. @ktoso should do some diagrams on the chalkboard showing how structs bridge over from Swift.
