I agree TX is at fault, the Senate specifically for refusing HB13 and ignoring pleas to Kerr County

The County has been asking for money since 2017 to help infrastructure there and HB 13 was voted down. It would've taken effect in September but it is a failure of the state and federal governments that allowed this
