Because PJM uses an outdated interconnection process it take forever to get approval. Bottlenecked supply: Only 3 GW of new generation was added in 2022 and 5 GW in 2023 — nowhere near enough to meet new demand from data centers.

If they copied Texas with connect and manage they could accelerate.

It's also unclear how much of the current problem is simply that the RTOs have so badly mismanaged interconnection queues that we simply cannot bring online sufficient capacity no matter what the market prices are! That seems to be what drove capacity prices up in PJM in 2024.
