There’s a point on the spectrum of infrastructure between “sharrows on a stroad” and “protected and grade separated bike lane” where it’s okay to force bikes off the sidewalk. But rarely in my experience is an entire city safe enough to make a blanket “No bikes ever on the sidewalk” rule

Lived in the pedestrianized section of Ljubljana for a couple years - was by far the best place I’ve ever lived. Something that isn’t mentioned often but helped to make it great is the network of separated bike + bus paths throughout the city. Made accessing and gathering in the center easy
