Similarly, if the President just says, I am going to tell the Attorney General not to enforce this law, would a corporate legal department trust that? From a President who famously never changes his mind on anything or retaliates against his enemies?

Any attempt to extend the ban has to convince the app stores and internet hosts that they're not violating the law and risking the massive fines.

For example, the President can do a 90 day extension, (theoretically if things qualify) but is a corporate legal department going to risk that?

The law says "shall be subject to pay a civil penalty in an amount not to exceed the amount that results from multiplying $5,000 by the number of users" which again means the fine could be less than $5k per US user but we're calculating max potential fines here.

And actually the potential fine totals could be as high as $1.7 trillion dollars in fines since the bill identifies mobile app stores, apple and google, AND entering hosting, primarily oracle which supposedly hosted all TikTok US user data. So up to $850B for app stores and $850B for cloud hosts.
