Sorry for the delayed posting of this, but I didn’t want to post it as the Alberta Government being anti-green energy. But there is really no other way to view this policy given its targeting application on one industry.

Rough assumptions:

Company - Dist. Tariff Multiplier - Customer Count

ATCO - 4x - 308,000
Fortis - 2x - 592,000
EPCOR - 1x - 410,000
ENMAX - 1x - 570,000

Tariff multipliers are for residential relative to the other DFOs for 7,200kWh/yr consumption.

Some back of the napkin math (literally) suggest the distribution postage stamps rate impacts will be about:

ATCO - 57% Reduction
Fortis - 14% Reduction
EPCOR and ENMAX - 71% Increase

Postage stamps rates are where everyone in the same group pays the same regardless of cost. This will see urban users subsidize rural users.

I have not heard of a rate being released for the ROLR. The AUC had redacted the documents released.

In the absence of a reliable source, I would take this value with a grain of salt. Can you please share where you got that number from? Or is it a guess?

It will be interesting to see what the ROLR will be priced at. Given the set 2 year nature, it may be competing with the competitive rates or more costly. The challenge is does the risk of price fluctuations rest with the utilities? If so, then it should be more profitable to offset the risk.
