TNT Sports have announced a grassroots initiative to encourage cycling use, as the broadcaster becomes the home of 2500 hours of elite racing.

I don't know. Perhaps the way to support grassroots is to put more cycling (such as the Tour) on free-to-air, rather than a big paywall?
