I don't think Trump wrote this. He is probably not even aware of the SNAP situation. Stephen Miller and Russ Vought are keeping Trump busy with bathroom design and parties so he can leave the presidenting to them.

Grocery stores were trying to help SNAP recipients while they are getting no benefits. They offered special coupons. Trump’s USDA informed the stores they can’t offer discounts to recipients amid the shutdown. Trump threatened stores with taking away their authorization to participate in SNAP.
