One problem, though I don't think it's the key one, is confusing strategies of experienced readers with the best tactics for bootstrapping. My mother followed along with her finger when she was reading aloud and I knew if I could match those squiggles to sounds I could have stories any time.

Disqualification isn't a courts thing. Trump v. Anderson ruled it's not justiciable. Only Congress can make it happen.

Another approach would not require 2/3 of the Senate. The Supreme Court ruled in Trump v. Anderson that Congress can disqualify an insurrectionist from holding office. The fact finding has already been done.

Clean air, I don't have a cite but I read about a hospital that put portable HEPA units in patient rooms. They saw a drop in infections of course, interestingly including some they had not thought were airborne. Last I looked at 222 nm UV it seemed promising.
