You could either not be so cheap and just have two accounts or as @steveforcum.com suggested, turn on family sharing
The iphone needs 2FA enabled to pair with the watch. My wife and I share an Apple account - 2FA will simply not work for us with the zillions of times Apple asks for its password to be re-entered and we're both not in the same place.
