A huge part of the issue here, which the article notes, is that we have leaders with no backbone to implement the necessary changes. They capitulate to small, but loud groups. "We don't want people to die on the streets" is something they should be able to easily defend when faced with backlash.

If the government continues down its current path, it will be repeating the mistakes of the 1990s: favouring extreme austerity with no consideration for the consequences.

That approach was a disaster in 1994, and it would be worse today.

At the end of the day I'm not sure how much difference it makes. But it is striking to put out a budget that axes a luxury tax on yachts and adds a co-pay for refugee claimants accessing drugs and dental care.

Housing is a human right and the way capitalism has brain rotted people into thinking it's an "investment opportunity" makes me want to flip every table in sight.
In particular, they want leases to no longer necessarily remain in effect indefinitely, so that landlords have more options for creating tenant turnover.
