This argument suggests the existence of some kind of foreign policy loophole whereby the Executive could disregard the law to bring anyone accused of a national security threat outside of US territory, at which point he, as President, could do whatever he wants to them on national security ground.

Clinton got 3 million more votes, was victimized by illegal hacking, Trump committed campaign crimes hiding the Stormy payments, AND the FBI broke protocol harming her and SHE STILL CONCEDED.
Choosing the Clintons for your hypothetical is also curious. It's not like they didn't endure their own share of "lawfare" over the years. I don't remember them threatening the country with civil war or riots, even when the FBI announced a new investigation days before the vote.
