Not requiring police to give warning before arresting you (and possible JAIL) for what isn't always obviously illegal will scare people out of some LEGITIMATE protest, for fear of not clearly knowing where the vague line may or may not be applied. This needs changed.

There's almost 400 applicants on Dunedin's state-house waiting list, and the city has a homeless camp for the first time since the Great Depression - yet National doesn't think these 11 houses are needed 😳
