tl;dr: follow the weapons and money, and agitate. this work doesn't look tremendously different from what we should have been doing all along

and for those who it's not clear to: the "eventually" isn't passive here. it's active, as in "only a matter of time"; as in "they're testing these things elsewhere to deliberately bring it back home to use on you"
