Time for that periodic reminder that in most parts of the budget, the largest portion goes toward salaries & benefits (ie: people). Not so in Recreation Facilities. Biggest chunk there goes to service Mosaic Stadium's debt. Friggen millstone around the city's neck, that thing. #yqrcc
