The majority of funding for Air Traffic Controllers’ pay comes NOT from the general fund, but from from the Airport & Airway Trust Fund, which receives its revenue from aviation excise taxes on airline tickets, cargo, and general aviation fuel.

ATC’s can only work for short periods of time before having a break by regulation. The intensity of their concentration on the screens while monitoring radio traffic is akin to a layperson performing surgery on their child. Every minute feels like an hour of extreme stress on your body

Any ATC feeling unable to perform at 100% for any reason should not go to work. And they should be trusted to make that call.
