📢 New pre-print! How can cities & regional govts define their fair-share of emissions cuts? We introduce an equity-based framework for 3,000+ local govts, using:

1️⃣ Historical responsibility (cumulative emissions per capita)
2️⃣ Capability-based allocation (GDP per capita)

This is not about budget-cutting. The previous administration had only committed a paltry $1.5 million to support the Technical Support Unit's work for the @ipcc.bsky.social.
