Let me be clear: backpay for these workers is required under a federal law I wrote with former Senator Cardin — which Trump signed — during the last Trump shutdown.

This is just typical "you made me do this" bullshit; there is no correlation between canceling "the Left’s climate agenda" programs and the shutdown, and Trump/Vought would have been happy to do it anyway outside of a shutdown (in fact they did it plenty at EPA)
