High schoolers should be taught how to do piracy just like they should be taught sex ed/drug safety.
Non judgementally, with an emphasis on safe practices to diminish the risks involved and reduce harm + ethics (for sex ed it's consent culture for piracy ed it's don't steal from indies etc.)
