Exciting news! At the CSS WG f2f we just resolved to pursue a ::tooltip (name TBD) pseudo-element for styling native UA tooltips!
My proposal was the 5th time in 23 years it was brought up (and the 2nd time *I* brought it up — first was in 2012!): https://github.com/w3c/csswg-drafts/issues/8930

Now that popover and anchor positioning are moving forwards, I wonder if it’s time to re-examine standardizing tooltip styling and adding a ::tooltip pseudo-element so that authors can customize it....
