Why doesn’t congress pass a law requiring auto manufacturers to equip cars with anti-intoxication technology? People don’t make reasonable choices when they’re drunk. Thoughts?

I’ve made this suggestion to my senators and others without response. Why not provide resources to our embassies to process all immigration requests. Stop processing at the border. Applicants can wait for response in the country they applied from. Applicants can initiate the process at any embassy.
