The text on the cape reads, verbatim from the petition:

Hello tournament organizers, I hope this document finds you well. On behalf of Monarch, Icecool, Killakobes, and many more of the high level North American BBCF scene (At the end of this document we mention all of our collaborators in detail) we have decided to do something that should’ve been done a long long time ago and petition for the competitive ban of Carl Clover in Blazblue: Central Fiction. Carl- in the majority of the active upper level players opinion- is head and shoulders above the rest of the competition in this game. The strength of the upper echelon of the cast is high but Carl..."

On the back of Carl's hat can be seen the list of signatures on the petition, with each beginning "My name is..." as they appear in the petition. The names of the signatures are cut off by perspective, but they can be identified as belonging to Monarch, Killakobes, Icecool, Fuzzama, Stevo, DGF, and warycoolio, the seven signatories of the petition.
