Why does that matter, you ask? Well, as @jpitney.bsky.social pointed out, IDEA is not a civil rights law. The "strings" (IE, the requirements for states to receive the money) are the only way to enforce the law. No strings, no guaranteed protections.

Should add that Project 2025 calls for the end of the Department of Education and turning the Individuals with Disabilities Education Act into a "no-strings formula block grant targeted at students with disabilities and distributed directly to local education agencies."

This is one of those places those of us who work in higher ed have to be vigilant and start planning for how to resist this from within our institutions. What can you do above or below the radar if your uni starts rescinding scholarships, cancelling programs, and disbanding student organizations?
