It's a common symptom of dementia. They will claim it is intentional, joke that he's making fun of Biden or something similar. The reality is he's disintegrating before our eyes. When dementia patients reach this point, the reaper is closing in.

My grandma who died just a year ago was doing that during her last year.
It was linked to a parkinson adjacent disease , her brain was more or less "short-circuiting" and sending weird info to her nervous system. 6 month after that her mind was gone.

Dysphagia. It happens with Frontotemporal Dementia basically the swallow reflex doesn't work so well.
