this is so common (and I agree, so annoying) because cynics will dismantle optimistic wisdom with one negative example, but will never allow any number of positive examples to diminish pessimistic "wisdom"
One of my least favorite things people sometimes do is present some cynical belief of theirs (or perhaps some source of deep sadness or regret that they've papered over with cynicism, as I half-suspect in this case) as hard-earned, grounded wisdom, a dose of reality that applies to everyone

we are currently in a "make me" government and if Republicans at the highest level of every branch of the federal government are going to adopt a "make me" philosophy towards helping people, then everyone else should adopt a "make me" philosophy towards hurting them
States should continue to provide benefits and tell Trump to sue them, for a change.
This is an absolutely insane administrative process. Within the space of a week, states were told by judges/White House

Result is chaos, uncertainty, and uneven access to benefits depending on where people live.
