I've seen a little imprecision about the place and time of Deng Xiaoping's remarks about rare earths. I believe he referred to them in Shanghai on February 6, 1991 (not in Inner Mongolia and not during Southern Tour). He was inspecting Shanghai Volkswagen. His exact words were:
