Neelix is very obviously a skilled cook with knowledge of a variety of alien cuisines. He has the techniques down pat. He's just unfamiliar with the human palate and is clearly trying to adapt to their preferences on the fly based on what he knows.
So like when Neelix first takes over as the ship's cook all these humans are complaining about his cooking, right, but what about the other alien races on that ship? Maybe the Bolians are fucking LOVING IT. Maybe they can't get enough!
