After screenwriting for 28 years, I have settled on this process:
1. Pre-Outline
2. Outline.
3. Treatment
4. Screenplay
5. Rewrites
I have found this the quickest route to a polished draft.
It leaves room for discovery in (3) and (4), with the shortest time in (5).
