It looks like building r-rentals on penthouses currently cause white screens and endless loading screens.

I *think* I've identified the start up crash issue: It's related to tattoos on mermaids. If you remove the tattoo from your game but not from the mermaid before doing so, the game will crash when loading the save (or the game if it's the newest).
This happens with CC tattoos but also with pack ones

I *think* I've identified the start up crash issue: It's related to tattoos on mermaids. If you remove the tattoo from your game but not from the mermaid before doing so, the game will crash when loading the save (or the game if it's the newest).

Ah, that explains why it was behaving like a mods issue a lot of the time -- all the thousands of CC tattoos out there sitting in the Mods folder, easy to remove.

Seems there's also an increase in crashing on startup (before main menu). It looks like something is bad about the preview of the main menu.
To get around: Move your saves folder to the desktop, then start a new save. After placing your Sim, saved the game and close it. Put your saves back.
