Had provincial spending on PSE had risen at the same rate as overall spending, universities & colleges would be $9.5B better off today.
By a stunning coincidence, $9.5B is almost exactly the increase in international student tuition fee revenue over the same period (albeit distributed differently)

Here are changes in total provincial transfers to institutions vs. total provincial spending, in real dollars, indexed to 2006-07. Imagine if spending on PSE had kept pace!
