Whenever I order a book online from another country, it either stucks for weeks on Turkish Customs Office or gets sent back.

Except few rare cases, anyone can learn literally anything with enough time granted. It is a critical mistake to label children with an unproven compulsory state exam in Grade 8 that can be studied for.
This kind of unproven IQ tests do more harm than good.
