There's a parking lot on the other side of the building with another entry. In fact there's no stairs so it's even easier than this lazy move. I can see him with his 4ways from my porch 8 mins after taking the photo.

When people park in bike lanes, the hill becomes more dangerous for everybody.

This is on a downhill portion of the road, and it's super wide here, 12.5 metres wide. Some bike lanes have been painted, and there's a parking area as well that isn't always used. It's not hard to fly through here.
