Every student will be able to access your content. And maybe they won't. 
Maybe they won't access it. 
They won't read it. 
They won't do the homework. 
We can't force people to engage if they don't want to. But none of them will be unable to access it because of cost. And because they're able to access the material, you can build in more opportunities to engage with your students. After all, an OER is open. You can adapt it, make it work for your class.
