Trump’s performative military occupation of peaceful Democratic cities appears to have a two-fold purpose. First, to lower the bar for those conditions that justify military occupation, and to get the military leadership comfortable with their soldiers being deployed with no real pretext. 1/3

Trump seeks to lubricate the chain of command, and acclimate the military to occupying American cities during peacetime. Second, he hopes to create a horizon of normalcy around the use of the military to police, and potentially fire on, American citizens among the media and the broader public. 2/3
