So in the Festival of the Lost's 6 person activity "Haunted Alters Of Sorrow"
A modifier can be active where certain enemies can spawn with a hat.
Shoot it off and pick it up and you get a "Hat Damage Buff" which stacks.
This is what happens to your hat when you have a x10 hat buff.
