The eight drivers who must do rookie orientation or refreshers from Noon-2: Marco Andretti, Kyle Larson, Jacob Abel, Robert Shwartzman, Callum Ilott, Devlin DeFGrancesco, Louis Fosters, Takuma Sato ... the rest of the field goes out from 10-Noon to start the day.
The morning 10am session is for veterans and then a noon session for rookies and those who need to do a refresher (like Larson) and then all cars later in the afternoon.

Update: Tony Kanaan will do his refresher laps at IMS in May and not during the April 23-24 test.
Jeff Gordon said that at the April 23-24 Indy 500 test, Tony Kanaan will get in the 500 car at some point and do the laps he is required to do in order to be eligible to be the backup driver for Larson in the event rain delays the race and Larson has to leave for Charlotte.
