@thestar.co.uk sister paper the Telegraph recently had a front page suggesting the inability to drive into the centre is killing the city... Of course their "journalists" could do some actual work and get to the bottom of the real problem but that's work init?

I can't reply to this post, maybe the repost will alert them... How come Sheffield managed a CAZ with far inferior public transport than Manchester?
It was more complex in Greater Manchester: public transport was so catastrophically poor compared to Londons that it needed massive improvement before it could entice car drivers into it. That process is now underway. Once transit alternatives exist they will undoubtedly try again. :-)

One of the suggestions in this article about how to improve an impoverished area is to create a public dump, literally 5 minutes drive from the council one... If this is the level of laziness then we have no hope at all.
